West Valley School District is asking the community to support two replacement levies in the November 3, 2026 election

Local voter-approved levy funding helps bridge the difference between state and federal funding and the cost of operating schools and maintaining school facilities. Levy dollars are used within the West Valley community to support students and schools.

Propositions on the Ballot

Proposition 1: Educational Programs & Operations Replacement Levy

The EP&O levy is a replacement of an expiring levy and must be renewed by voters every three years.

EP&O funding supports day-to-day programs and services, including:

Teachers, certificated staff, principals and technology staff
Counselors and nurses
Maintenance, custodial and grounds staff
Athletics and extracurricular activities
Hands-on learning opportunities
Career and Technical Education
Field trips and advanced coursework
Classroom learning technology

Estimated levy rate: $2.50 per $1,000 of assessed property value

Proposition 2: Capital Projects Levy - Safety, Security & Infrastructure Improvements

The capital projects levy provides funding for planned safety, security and infrastructure improvements. Capital projects levy funds cannot be used for staff salaries.

Projects identified by the district include:

Entrance security improvements at schools, including cameras and access-control systems
HVAC replacement at Spokane Valley High School
A library addition and improvements to the nurse's room at Pasadena Park Elementary
Fire sprinkler improvements
Other health, safety, security and infrastructure improvements

Estimated levy rate: $1.00 per $1,000 of assessed property value

What is the cost of the Replacement Levies?

These measures replace existing levies that are scheduled to expire. They are not new types of levies. The actual tax rate can vary based on assessed property values and other factors. The district's current information estimates the two replacement levy rates at a combined $3.50 per $1,000 of assessed property value.

For a specific property, the amount paid depends on its assessed value and the applicable levy rates.

What is a levy?

Levies are for Learning - A levy is a short-term, local property tax passed by the voters of a school district that generates revenue for the district to fund programs, services, and maintenance projects that the state does not fund or fully fund as part of “basic education.”

Levies require a simple majority to pass (50% + 1)

Bonds are for Building - A bond provides funding for capital projects such as purchasing property for schools, constructing new schools, or modernizing existing schools. Bonds are sold to investors who are repaid with interest over time from property tax collections, generally between 10-25 years.
